Civ Fanatics Big community for Civ III. Especially the "Civ3-Creation & Customization" forum has many good members. Lamentably the site is an authoritarian and unfriendly place, so I don't go there anymore.

Their best program is a mapping tool, the "Fractal mapper". I made all my maps for this homepage using this program.
